STAFF ASSISTANT

REPORTS TO:

General Manager

SUPERVISES: 

None

OVERALL RESPONSIBILITY:

            Develops and evaluates, in cooperation with department heads and managers, programs, policies, methods and procedures.  Coordinates a wide variety of activities, including budgets, reports and administrative functions that cannot be brought to the attention of the General Manager.  Performs confidential and other administrative services for the General Manager.  Provides services and information for the Board of Trustees and its committees in specifically assigned areas.  May supervise or direct the work of others.

ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBIILITIES:

1. Facilitates effective coordination of activities/projects and communications between the various departments of the Cooperative and the General Manager.

2. Facilitates effective coordination of activities/projects and communications between persons/entities outside the Cooperative and the General Manager and other Cooperative personnel as required.

3. Facilitates compliance with board directives, as well as the Cooperative’s policies and procedures as required, and facilitates review and research of policies, procedures, bylaws, etc. as required or assigned.

4. May be assigned special projects by the General Manager in areas related and unrelated to the electric industry.

5. Participate as assigned by the General Manager in Cooperative’s project management team activities with leadership roles as assigned.

6. Must become familiar with Cooperative’s computer and informational processes and develop the computer skills necessary for interface with current programs and future programs.

7. Coordinates the performance appraisal program within the Cooperative. Assists supervisors in the completion of appraisals and ensures that appraisals are distributed in a timely manner and that salary changes are documented and abide by current wage and salary plan requirements.

8. Conducts annual wage and salary structure review for all positions and conducts and prepares wage surveys.

9.  Develops and/or coordinates plans for meetings and the preparation of related reports and materials for such meetings and participants in such meetings, as required, by presenting reports and materials 

           10.  Identifies/evaluates problems and presents findings and recommendations to

       the General Manager.                                         

11.  Attends meetings, conferences, seminars, etc. with, or in the place of the

       General Manager, requiring travel locally, regionally, or nationally.

11.  Must respond to major outages related to storms, ice or other causes.

12. Coordinates Cooperative's compliance activities in the area of Civil Rights 

      and other related issues as required by State and National entities having

      jurisdiction over Cooperative.

 

SKILLS AND ATTRIBUTES:

Must be able to think conceptually and also be able to gather and analyze various types of information/data and be able to develop recommendations for possible actions or solutions, including new policies, procedures or programs, based on such analysis. Must be familiar with Word, Excel, and PowerPoint and demonstrate the ability to use these programs in the assimilation, analysis, and presentation of data.  Must have well-developed communications skills and be willing to further develop these, both verbal and written. Must be able to effectively work or deal with a variety of people, in a variety of situations. Must be highly skilled in planning/coordinating and directing various projects, activities and meetings involving different types of participants or audiences. Must have working knowledge of the overall organizational structures, functions, and objectives, policies and procedures, and general management of the Cooperative. Must have good general knowledge of the rural electrification program as a whole. Should have knowledge of the Cooperative's associations and interactions with other organizations (i.e., NRECA, CFC, WFEC, OAEC, etc.). Must have knowledge of the various levels and functions of governmental and political entities and of how the Cooperative interacts with them and is impacted by them.

 

Applicant must possess the attitude and aptitude to: train in areas of responsibility assignments and their application to rural electrification, exercise creativity, good judgment and personal initiative, must perceive this position as an opportunity through which NFEC ultimately meets the needs of the members. Must have the physical ability and manual dexterity to operate all machines in the office. Must practice acceptable personal hygiene with clean and neat appearance. Must be able to report to work as scheduled and successfully pass a physical examination to perform the essential job functions with reasonable accommodations. 

 

EDUCATION AND EXPERIENCE REQUIREMENTS:

 

1.  College degree preferred, but may have high school education combined with

     acceptable level of documented experience.            

 

2. At least five years experience in business/administrative activities.  Must become knowledgeable of current Federal and State laws and regulations related to areas of responsibilities.

 

 OTHER REQUIREMENTS:

 

1.      The physical requirements of this position are light work, exerting in excess of 50 lbs. of force of lift occasionally and/or in excess of 25 lbs. of force of lift frequently, and/or in excess of 10 lbs. of force or lift constantly to move objects.

 

2.      Usual office conditions with regular working hours, but able to put in extra hours as work demands. Must be able to work under pressure and meet deadlines. Travel outside of the Cooperative's service area may be required. Must be able to travel on short notice.

 

3.      May require being on call during emergency situations and may require working at night.

 

4.      Must possess a valid driver’s license to drive any of NFEC’s light duty vehicles.
